Simply you will be assigned you Sniper squad when you choose to, and your skill level will place you. With the serious stuff out of the way i'm not going to bother you into actually trying to sniper you just cooperate with your squad mates (as of sniping.) and there is no requirements except for you to start sniping as a spotter or shooter when asked.
